Have not heard of anyone doing this and not sure why you would. But possibly we are a bit confused on exactly what/where you want to paint. Post a picture of exactly what you are talking about and that may help.
You talking about the grayish plastic in there? I thought it was plastic maybe it is metal? I assume it’s some kind of shielding to keep water from getting up into the engine compartment. It’s in front of the front wheels at the very bottom and extends upward a bit, it has a few screws holding it in place. I too would call it part of the wheel well.
Anyway... unless you are entering car shows I wouldn’t bother to paint it - I’d bet stuff tossed off the wheels is just going to damage it over time. However I did notice it’s not as black as the part behind the wheel which is the splash guard that many switch out or replace. So I understand why someone who might be obsessed may want these two parts to visually match.

It's plastic (I had to replace one and the entire liner is plastic of one sort or another.)
To the OP, the plastic cleans up nicely overall but it does get dinged by crap thrown at it by the tires. If you want it pristine, you're going to be replacing it frequently (by the way, the whole liner is under $100 retail!)
Seems like it's one of those things that if you paint it, becomes high maintenance since the paint will get all dinged up from tire debris. Probably why GM didn't paint it.
