Yes, someone must have upgraded to stage 3 already. Those are stage 2.

A Stage 3 Car is delivered with the Stage 2 End Caps on the front splitter and the Stage 3 End Caps in the car. A lot of dealers change them over before delivering a car. Some throw away the Stage 2 End Caps but they aren't supposed to be thrown away. If you read your Owner's Manual you will see where GM says to run the Stage 2 configuration on the street and the Stage 3 configuration on the track. For the street that means Stage 2 End Caps on the front splitter and the clear wicker bill removed from the rear spoiler. This increases gas mileage a couple mpg at 70 mph and vastly reduces damage to the Stage 3 End Caps which stick out about 2 inches further per side. I know mine seem to find all sorts of things to hit when I am turning into places (Both have quarter inch wide strips along the bottom where they have rubbed against something I did not see.

Here is the statement from page 9-10 in the 2015 Owner's Manual and page 169 in the 2019 Owner's Manual:
Z07 Performance Package
The Z07 Performance Package has an installed Stage 2 Aero Package, which consists of a front splitter with short end caps, rocker panel extensions, and a rear spoiler. Stage 3 Aero components are delivered but not installed on the vehicle. These are intended to be installed for track use only. The components include:
-Front splitter tall end caps that replace the front splitter short end caps.
-A center transparent wicker bill for the rear spoiler.

The track settings for the Z07 Performance Package with the Stage 3 Aero Package are:
-The front splitter tall end caps installed.
-The center transparent wicker bill installed all the way up on the rear spoiler.

Carefully. In the almost 5 years I’ve had mine I haven’t damaged it, and mine is lowered all the way on the stock bolts.
