I think the disclaimer is there because the mirror doesn't have the 'objects in the mirror are closer than they appear' stamp on it.

No, even with the driver's side mirror properly adjusted, which most of us know how to do, there is still a small blindspot on the driver's side.
There is no need for a pax side mirror because there is no blind spot when properly adjusted. The problem there is that folks think a car is much further back than it really is, and you have to train yourself to recognize that.
The "off road use only" disclaimer has to be published because this country is so lawsuit happy. Someone would inevitably sue the manufacturer if it didn't have a DOT-approved stamp on it. That's a non-issue.

I agree! . If you install it on your car being aware of the disclaimer "off road use only" and cause an accident where they can prove the mirror was at fault the blame is on you for installing it on the vehicle for road use. Nothing new, you see the disclaimer on a lot of after market automotive lighting all of the time.

Having a Corvette is way cheaper than having a boat! I had a 41 footer with twin 454's and got 5/8's of a mile per gallon and $5400 a year in annual costs before I turned the key. I'm good with a $48 mirror! LOL

Last year sold a 1977 Boston Whaler for $500.00, to my 49 yr. old neighbor it was my father-in-laws boat. He passed away in '97 and the boat was sitting covered all these yrs.
I know, it was worth a lot more than that, but he has a lot of work cleaning it up.
