Previous generations the Forum dealers were pretty good about posting build out dates. In the past buildout has been in stages with constraints being placed on color, trim, etc. through to the end.

Tom, as I type, it is not to late to order a new C7, and GM has not made an announcement per the cutoff date. Perhaps this will be addressed at the bash this week, but just a guess. If you bought a stock unit off the lot by April 30, 2019 you would qualify for the $3000 rebate.
