Looks to me like an off brand universal fit car cover. The better made ones i.e. Covercraft, especially their custom fitted ones will fit like a glove. Elastic will be sewn into the bottom of the cover to let the cover better hug the car. But be warned that even the better made ones can be blown off the car like in your picture if you live in a windy area like I do. I went one step further by having buckles sewn onto the bottom of the cover. I then attach webbing with matching buckles to the cover to keep the cover from being blown off no matter how windy it gets.

Hard to say if the cover was just a poor fit, but had to be some pretty strong winds to cause it to come undone like that.

Learned the hard way not to use outdoor covers. No matter how tight you get them, the cover will still move in the wind. Over time the wind and my "fitted" cover wore down the paint on the fender edges to the primer on my 1964 Vette. I did not notice it until it was too late. No outdoor covers for me ever again.
