I doubt it, but if it could I would bet it would cost a fortune. A good dash cam might be a better and more financially sound alternative.

Can it? Sure, anything is possible if you throw enough money at it.. Is it worth it? Not to me, I bought a car with the PDR. Is it to you? No idea, but if you were buying all the parts and paying labor to install it, (windshield, camera, modules, coding, wiring harnesses.) It would probably be easier and less expensive to trade your car in for one that has the PDR/Nav...
