Does the dial control any of the other settings if you don’t have NPP? For instance the stiffness of the ride. The steering?
I’m thinking of adding a Corsa sport exhaust and to a non-NPP Stingray. That doesn’t effect anything else right?

The dial will change the stiffness of the sterring wheel and sensitivity of the brake and gas pedals.
If you have NPP it will also change the tone of the exhaust unless you override it in the main dash settings.
if you have the base suspension, the settings wont do anything as those shocks arent adjustable. if you dont have npp then changing exhaust settings wont have any affect on your exhaust.
itll change steering, braking, throttle response, based on how you set it. my car has no NPP either, didnt care much cuz i knew i was gonna put aftermarket something or other on there. lately im thinking billy boat, despite the silly name, is worthy of the short list. it seems the one with the most bass-like deep sound. not like we have dozens of choices.. there are really only what, 3-4 brands? at least one of which recently discontinued some items, due to emissions laws. then again, the prez is trying to stop cali from setting its own standards which would really change the game.
its only motorcycles that have cali-specific emissions crap, for cars they dont bother and therefore whats required in cali becomes how all cars are done, as its a case of much too much for there to be separate hardware for however many different cars, across however many different models.
Without knowing more about your car it's hard to answer your question, but adding the axle back Corsa Sport to my non nap C7 is the best thing I've done for the car. Love the sound. Makes it sound much more like a sports car
