Those parts are plastic that are melted together.. They "break" apart and need to be epoxied back together.. My dealership did mine, just above the license plate and the left side of the rear bumper.. They had to take my bumper off twice (3 times counting when the Spoiler was replaced) to get all the broken pieces epoxied back together...
My guy said the epoxy is much stronger than the original bond so once its fixed it should stay fixed... but the bumper has to come off to get it fixed...

In all honesty the rear bumper is no big deal to remove. Most dealers have removed a ton of them to add spoilers (many cars do not come from GM with the spoilers on). Not a huge concern.
I've done a few bumper removals for various reasons and if I can do it, anyone can!
My dealer did it for $300, they covered one of them because it broke when it was put on after the spoiler install... I think it is charged at 1.2 hours for the rear bumper but it will depend on how much they need to epoxy once it is removed...
