most likely due to inc on the drive cycle. I am going through this now. There is a gm cycle you have to do. getting the cats to slef test is a royal pita http://www.obdii.com/drivecycle.html

You'll need to drive it for a couple weeks to get enough drive cycles for the emissions system to show ready. A code reader will show you when the car is ready for testing.

Thanks for posting the details on how to do the cycle.
There are about 8 different emissions tests that are constantly performed by the car itself. Inspections in most states only verify that the tests are 'ready' and there are no reported failures. It takes an assortment of conditions to make the tests Ready on a new car or one where they have been reset. Get yourself an ODBII scanner. They are cheap. A module plugs into the ODBII port and communicates with an app on your cell phone. You can see which tests, if any, are in a Not Ready state. In some states you can pass inspections with one test Not Ready. I just went through this process. BUT... Do not do a RESET with the scanner as this will put all the emissions tests back to Not Ready state again and you have to start the process from scratch.
Drive cycle won't fix it. You need to get more miles on the car. The ECM prevents the post catalyst oxygen sensors from working for up to the first 1000 miles. I went through this when I purchased my car out of state and had to get it emissions tested.
