When trying to accelerate gently in 5th or 6th gear at 1000 rpm the car stumbles until around 1500. Car now has 1200 miles and has done that since day one. Normal or ??? Standard shift, basic Stingray.
Definitely lugging the engine and normal. Not recommended. At 900 RPM they say to downshift. So 1000k rpm is very close and definitely isn’t ideal for acceleration. I rarely see 1500 unless I’m cruising a long stretch on the freeway.

Not lugging the engine. Lugging is when you try and run the engine below it's minimum operating rpm. My car will have some hesitation if I floor it from 1000 rpm in 6th. However, if I accelerate quickly without flooring it there is no hesitation. Not sure how the drive by wire controls the throttle but it seems like it may be opening the throttle faster than it should under those conditions. Similar to the old days with a mis adjusted 4 barrel carb that would kick in the secondaries too soon when the throttle was floored at low rpms.
