2017 Base Stingray, both left and right outside air deflectors are torn and I want to replace them. Can someone tell me what the difference is between the W/Carbon and W/O Carbon models of these replacement deflectors are (shown below)? Thanks in advance! Also, why is the part number the same for the Left/Right W/Carbon models?
They will likely tear again. I removed all of mine and never had an issue.
I kind of like the way they look plus, I've been told they help with air flow and cooling at higher speeds, without having a wind tunnel at my disposal to test that theory, I'll keep putting them on since GM felt the need to put them there. I've had the car for 3 years now, I am always under my car looking for discrepancies and I just noticed these are torn about 2" from the end, so they haven't been torn for more than a couple months If they last 2-3 years I think $100 is a small price to keep them intact.

I assume that may be referring to the optional ground effects (rocker panels). I ordered a left side piece for my 2017 Stingray, but I don't recall the part number. I still haven't installed it. My driveway-to-street transition will just tear it again.
EDIT: Looking at the pricing, I do remember the one piece I ordered being less than $40.00 (GM Parts Direct).

not worth replacing. As previously mentioned, they will tear again (due to the same reason that caused the first one, whatever that is). Unless you like springing for the cost every so often.

The attached pic is right off the GM Parts Direct website. My drive is flat with the road, and living in the panhandle of Florida, I don't have too many sudden inclines to go up/down and I consistently use my front cameras when pulling into parking spots so as to not hit the curbs. I will most likely swing by my local dealer and have them show me what I need to order. Thanks!
GM didn't waste money putting them on because of how kool they look. But, I've no idea about "w/carbon." Just get OEM stock, bolt on, and forget 'em. The ones on my C5 drag much worse every time I pull out of my driveway and I didn't replace them for 16 years and don't ever expect to again. My C7 scrape much less, but do scrape--nearly three years and still intact. Again, no big deal to swap whenever needed.
