Yes, it is lowered, pretty good at noticing it, just bought a C7 Z06 that was lowered all the way down on the bolts, took me all day to raise it back up. Lowering and not having both the front and rear aligned will wear all 4 tires out on the inside. The car I bought had 10k miles on the tires, center to outside tread was pretty good, inside on all 4 tires had steel belts showing.

More a function of alignment then lowering itself I bet. Some members get an alignment after lowering and you'll see mixed reports of the alignment being out of spec or "off". Likewise many (like me) never touched the alignment after lowering and have totally normal tire wear. Seems to be a coin flip. Keep in mind many of these cars where not aligned very well from the factory.
You are correct, having my alignment checked after raising mine back up, hope it doesn't need have a lot of an adjustment but time will tell how the tires are going to wear. I guess the lowering thing is a personal preference of the owner but I like the extra clearance for pulling in driveways and entrances of stores and parking lots and not having to worry about scraping the bottom of the vehicle or the splitter. Not but a little over 2 inches higher but gives a little margin for error against scrubbing and scraping.
