I have a Blackvue DR900S-2ch which I got a few years ago so I am sure they have better tech now. Picture quality is quite good probably sufficient to read license plates on the video. I power it through a separate battery that only charges when the engine is on and provides maybe an hour of recording while the car is parked.
Just turn off the speed recording option!

I'm happy with my Viofo A129 Pro Duo. It has a 4K front cam and a 1080 rear. Holds a lot of video and auto cycles deleting old video to make room for new.
I've purchased three (so far) Nextbase dash cams that I found at Wally Mart. At the Black Hills last fall the camera did a great job, it's their model 222 and the pictures/video were very clear. I see now they also carry one that has a rear facing view as well but I've no experience with that.
I've got a Thinkware Q800Pro with the rear cam. I bought this because it is one of the few that fits well on the windshield without being in your view (by the rear view mirror). Takes excellent video.
