The subtlety is that "base" is just the aero package. It can very well be a 2LT or 2LZ car for instance but have the Stage 1 aero.
He needs to determine if the car has the CFV/Z option, or the Z07 option. Z07 will be listed as an RPO, never bothered to check but I'm guessing CFV or CFZ will be as well.
Of course the easiest way to check is visual....Does it have the poverty splitter? If yes, it's a Stage 1 car. Does it have the shorter wickers on the rear spoiler? If yes, it's a Stage 1 car. Certainly people can and do change those, so then the RPO becomes the fall-back verification.
