I have been trying to get one side of my bumper cover flush.my family said its always been high. I have tried to pry up on the fender, bumper cover, pushing down but nothing changes. Is there a trick here?
That kind of alignment was normal back in the 60's and 70's. Not anymore. Especially on a $70 to $90K American sports car. It would bug the hell out of me. Take it in and have a professional get it right.

There is a tab on the bumper cover there that attaches to a bracket. The bracket is loose or out of alignment or tab is damaged. The bumper needs to come off to repair. It is a fairly easy process to remove the bumper cover. Are you the original owner? I ask because a previous owner may have removed it and not put it back together correctly.
They are suppose to be flush. None of you guys have high panels? If its normal misalinment I will ignore it.
All body panels are suppose to be flush and correctly aligned, however if you've been here on this forum long and/or seen many C7s you will realize that's it pretty common to find they are not.
It's something that GM never really got "right' on the C7. In most cases they are insignificant enough to live with but somes cases not.
I would recommend (as others) that unless you are pretty mechanically inclined to take it to a body shop that's familiar with C7s, before you mess up your paint of crack a panel.

not sure if its the nature of composite parts but the fit of many panels are what I would call sub-par. The trade off is these same parts don't dent or rust.
I read a thread on here where a guy gad the same problem and paid thr dealer $450 to fix it. I popped the corner up and used an extension to align the bracket. 5 minute job and free.
NO, definitely not "normal," not by any means. Get it fixed correctly and be done with it.
What I wonder is how it ended up like that in the first place? Are you the original owner? It makes me think it was removed or, at the least, loosened for some reason and not put back correctly (broken clip or some such). These things were made to be assembled correctly ONCE, not repeatedly. All the best.

The front bumper was probably removed and when it was put back on the tab didn't click into the slot. The tabs on this car have to be so damn precise to clip in otherwise they end up high. Mine is the same when I put in the Z06 grille, it's little high, I need to pull that corner again and retry to clip it in.
Just a 1/4 long drive with 7mm socket. Loosen top front bumper cover fasteners, mask off pry areas. Pry from inside of engine compartment towards headlight. Top of bracket should be parallel with top of fender. Its an easy fix.
On the fix.
I had taken my bumper off last week to replace the front grill just like you did , minus the cameras , and have the bumper resprayed ( too many rock chips for my liking ). It all snapped back in as it should.
