Sounds like something is stuck inside preventing it from lowering all the way. Option A is drive forward and slam on the brakes and see if it dislodges it. Option B is while it's down get a coat hanger, bend it 90 degrees and fish around inside.

At least you were able to get it to work again. There have been a few reports of things getting lodged behind the screen.
