Means that the scanner looks at the Emissions readiness monitors - so you can tell if you're going to pass a state inspection where they hook up a computer to your OBDII port.
If you've cleared codes or disconnected the battery anytime even remotely close to when you go to an inspection - it's worthwhile to check...
