When I use the remote start (2015 Z51), the HVAC control operates as described below, from the owner's manual:

Why are you turning the engine off? You should be depressing the start button with the foot on the brake to bring the car into the fully on position.

So my situation is the car is already running; I've started it from outside with the remote start function on the key fob. Then I get inside the car, and it's running. The HVAC is set at whatever it was set at when the car was last used, but the control *****/buttons for the HVAC are non-responsive.
To get them to work, I have to turn off the engine, and then start it again, this time from inside, by pushing the start button while my foot is on the brake. This seems to defeat the benefit of starting it remotely.
Or, are you saying that when I start the car remotely and get inside, I need to put my foot on the brake and press the start button (even though the motor is running)?

This is correct. When doing a remote start, the control buttons are fixed but once you push the start button on the dash, all funtions become fully available and you have control again.
