I just checked my 2016.
With both seats with the back of the seats set straight upward, and all the way back against the bulkhead, they both line up evenly against the Limit Switch.
There's a few reasons the passenger seat may not go back as far as the Driver seat.
The bulkhead would have to be built further forward of the Driver side, which it is not.
The back of the passenger seat, and or, the seat itself is tilted back a bit too far, and the back of the seat is hitting the bulkhead before the seat can go all the way back
There's something, on/in the seat rails and jamming the seat from moving back further, or something behind the seat that's hitting the Limit switch "before" the seat is all the way back against the Limit Switch.
On another note I do agree the passenger side foot well is narrower.

Yes if you run both seats all the way "Forward" the Passenger seat can go further forward than the Driver seat.
IMO it's becasue the Driver side has the Steering wheel and Peddles taking up forward space of the driver's chest, arms, and legs.
Where as the passenger seat being able to go further forward allows the passenger to rest their feet against the firewall if wanted

Not sure, but it definitely seems like a first world problem
If some of you are talking about actual seat adjustment then you may need to play with them a bit. If you "sink" the seat it may not go back as much as it can. I tend to keep the passenger seat down lower at an angle.
That said my wife adjusts her seat in a more upright position and I have to lower and recline mine to be comfortable (6’2). This creates the problem of her blocking the passenger side mirror if she leans forward to look at said mirror.
And you know how wifes like to control your driving.
It’s a self fulfilling prophecy as she blocks my view and I don’t know whether it’s save to change lanes.
