Ok, I did a search and read the various threads and I still do not understand how to program a new key fob. I have also read online and I think there are two methods of reprogramming a new fob depending on if you have one or two of the original key fobs.
And I am confused.
I just bought a 2019 Z06 that only comes with one key. Can I buy an OEM FOB and program it myself? And have the emergency key cut locally?

Yes
Do the long program as though you have NO FOBs in your possession. It will give you FOB 1 & 2 with full memory function.
I agree. By performing the long program you also wipe out the memory of the missing FOB (all C7s were delivered with two from the factory) so there is no other FOB that can open and start your car.
You can order a precut key on ebay, either from just a photo of your existing key or (better) with the key code. I had the code and ordered an extra key.
A dealer service or parts department can look up the key code for you as long as you can show proof of ownership.
You have the best instructions for programming and slot testing I have found. After reading I have determined the glovebox slot antenna is not working. I get no messaging at all. So, do you have a part number or recommendation where to buy a replacement antenna?
Thanks. My recent purchase only has ONE fob, and ACE hardware is out-of-stock in their computer.
I'm sitting down.. how much is one gonna cost me from the dealership?

Sitting is not enough. I'd recommend 3 or 4 barley pops and then read the price. Couple hundred bucks to get it from the dealer.
Honestly, were I in the need of a replacement FOB, I'd not hesitate to get it from the dealer. You will get the correct part and it will be a working unit. You can program it yourself to be the same as getting it new with the car. Use the long procedure shown on this forum and you'll get FOBs 1 & 2 just like it came from the plant.
Link to programming instructions. Do the LONG PROGRAM.
From: Tank sticker? I ain't got no tank sticker! I don't need no tank sticker! I don't have to show any stinking tank sticker!

Check Rockauto. They have both coupe and convertible fobs. I got one and programmed with no issues.
I just drove her home yesterday. I used the recommended site to get a key cut by photo, bought a new OEM fob, and followed those instructions and got both fobs programmed. I did have to sit in a non-running car for half an hour in 98 degree heat but it worked and I have peace of mind.

Is it really safe to send someone on Ebay a picture of your key or your key code?? All the same time they have your shipping address? Seems odd to me.
I live overseas so it isn't an issue for me. But your comment expands on a question I had.
The whole process of mating new fobs takes 30 minutes. Is that a designed delay so a thief cannot take advantage of that and ‘make’ a fob to steal your vehicle?

So weird thing (to me) but the car is still new to me.
Programmed the two fobs last night and both were working. Even tried remote start with both and they worked fine. Today I had the car detailed and afterwards neither fob would remote start. The lights flashed but no start up. Then I drove it for 20 minutes to a store and auto start worked as I came out of the store. Am I missing something?
Funny story about learning the car. Auto started at the store and got into the vehicle. None of the dash lights worked and neither did the screen. I was like ‘****, I have an electrical problem, I wonder if the guys doing the detail flooded something electrical!?!? How am I going to get my car home without the dash?’ I learned when you auto start you have to hit the start button to turn everything on.
