Hello, I was wondering if there are any panels missing under my steering column? I took it to my dealership and all they did was put back the OBD2 and tell me no panels was missing but I can’t help but question after seeing under. Please let me know it’s a 2016 Stingray

There is an under dash panel in my 19 GS. It covers a lot of the area and has the footwell light in it. There is no other panel to the left of the brake or clutch pedal. Your car has what it came with.

so there’s no panels that cover all that wiring? Or is it just mine that doesn’t have it? I’m asking because it’d be covered under warranty if something is missing

You're missing the closeout panel. That's also why your OBD II connector is dangling by the wires. Looks like you just need to clean up the wiring and secure the OBD II connector in place. I'll leave the below in case it's needed...
The part number for item 26 used to be 22782223 GM calls it "INSULATOR,I/P LWR T/PNL - LH"
You'll need to check to see if it's still the same/fits your car.

The photo @jyetman post looks very similar to my 2014 under dash setup.
Except, the photo OP posted shows the OBD2 port is not attached properly. Like OP's photo, my wire bundle behind the side panel is not wrapped with black cover. However, with my OBD2 port properly located, it blocks the view of the wire bundle behind the side panel. I think just rehanging the OBD2 port will neaten the wire bundles back to factory condition.

I agree. After looking more closely at the photos, looks like things just need to be put back in place
Here's a shot of my 2019 (pay no attention to the yellow off to the left. That's a cover for the USB port used to access my DSC ride controller)...
I don't think he means the OBD port. He has a black arrow pointing to the one in question.

It looks like a cable, the Range device is more like a brick. I'd trace it and find out where it goes, you know, to settle my curiosity! LOL
After just looking under the dash of my virgin '18 St'ray, I must ask what in the world has been done to the OP's car, in order to leave such a mess? ALL my harness, etc. is neatly tucked under the dashboard proper and out of sight. Btw, I thought all the aftermarket electronic gobble-de-gook interfaced the system via the OBD-II port?
