Are the wheels black chrome or just black painted wheels? Normally a good car soap and water will get rid of the brake dust/road grime. You might want to post in the Car Care section where there are a lot of very knowledgeable members who will give you some advice.
I watch WD Detailing and Detailing Geek on YouTube. I use some of the products they use specifically the brushes for cleaning the wheels. My wheels are chrome so I don't have any experience with black chrome.

This, and also consider getting them ceramic coated to help with ease of future cleaning.
I picked up a set of wheel brushes (1 - for around lug nuts, 1 - smaller size, 1 - larger size). The larger one fits larger openings in the wheel while the smaller one is for those tighter spaces. We had the wheels on my wifes Macan ceramic coated (when we had the exterior done) and cleaning is sooooooo much easier now. They still get dirty and covered in brake dust, but cleaning them is pretty effortless now.
The black wheels on my 2019 are ceramic coated and they basically hose off with little scrubbing. I would start there and then see what tools you need to finish the job.
Is it a Z51 or wide body? If so changing the brake pads to less dusty ones would help. I put a coating on mine and they clean up easily with car shampoo.

I finally came to the realization with my 2019 that I would have to clean the wheels after every time I drive it, which I do. 10 minutes every day do the trick. Otherwise if I wait and do it ever 10 drives or so, it takes an hour. And I have gray wheels. I can only imagine how hard the dark ones are to keep clean. I tried the brake pads recommended for less dust, but prefer the OEMs braking performance.
