A "hard reset" is the equivalent of disconnecting the battery. When they do that, you have to repeat the drive cycle. I disagree that if the car is sitting on a charger it'll not pass. As long as the PCM has power, it maintains the status of the readiness monitors. If it's losing power, you'd need to re-index your windows, set your seat (if you have the seat memory function), etc. I'll assume you don't have to do those things.

Does the car have any mods? Has it been tuned? Are you using a "Range Device"?
Exactly what happened to me with my Denali. I was completing some small service tasks where I had the battery disconnected for a few hours. I completed the work and reattached the battery cables. The following day I took the Denali to my local dealership for an annual inspection, - - IT Failed. I talked with the technician and he said to drive it, to put some time and miles on it and to return in a few days. I did so and it passed with flying colors. It just needed to be reset as @96GS#007 explains above.

The range device is your likely culprit. I had the same problem as you with the range device causing an emissions status as "Not Ready" .
My way around it is that I take off the range device a couple of weeks before I get my inspection done; then it passes fine. I'm in Texas too.
I’m in San Antonio. $7 and 10 minutes, done and no emissions required.
I second the Range device as your issue. Remove it and drive in manual shift mode. Give the car an Italian tune up and then take it in. Should pass easily.
