In a previous post. I said that I found a 2015 Z51 with 25,000 mikes. Well I finally was able to drive it and absolutely loved it, but there are a few issues. First, I’m not a fan a cars being smoked in, but that can be taken care of. The tires will need to be replaced and while it was said to be garaged all its life, it was pretty easy to see that it wasn’t. The front end has been scrapped, nothing bad, but it will bother me until I get it fixed. I offered the guy $39 knowing that he wouldn’t take it, but figured that would be a starting point. What do you think a fair price would be?
I would keep looking. I would not consider a car that had been smoked in, even if it could somehow be remediated.
I would also not consider a car if I thought "it was pretty easy to see that it wasn't (garaged)". I would also be skeptical about anything else the owner said if you couldn't trust his claim that it had been garaged. Added to the front end scrape, I would find one that was well cared for. There are plenty of cars in a softening market. Take your time and wait for a perfect car...there are many out there. I recently bought a '17 with 7800 miles with no defects. I paid a bit more ($46,500), but..you know the old saying...you get what you pay for. My car looks like it just drove off the showroom floor. The PO even covered the seats, so they look like nobody ever sat in them. There are lots of these cars with obsessive owners. Try and find one of them.

It's harder than you might think to get smoke out of interior. I speak from experience.

Now about the smoke. I will tell you that Vettes are easy to get smoke out of because there is a lot of leather, the space is small, and carpeting is minimal.

You need this and run it for 30 minutes for several days. Air the car out thoroughly after each use. It is dangerous for your health to get into the car for an extended period right after a treatment.
Hard pass. There are so many well-taken care of vettes out there, no need to buy this one unless it's super cheap. For smoked in he has the drop the price big time or forget it. And I'd want one stored inside just like all my vettes. I'd expect the same care (or better) than I give to mine or no deal.
He just told me that a guy offered him his asking price of 44.5 sight unseen. I said then take it. He said that the car is pristine to which I replied… your idea of pristine is quite different than mine. So frustrating because there aren’t many corvettes for sale in Cincinnati

Why would he:
1. Call you to tell you someone is offering what he is asking (44.5) when you offered 39 - there would be no reason for him to call you.

Doesn't add up.
Hes calling him back because hes trying to get more than the 44.5 he was supposedly offered. Plus, the unverified buyer may want the seller to ship it to him, which can be a hassle. So hes trying to be lazy and get more money at the same time. The pristine part is a joke seeing as how the OP has already examined it and discovered his description is bogus.
When I opened the hood I was expecting to find a clean engine bay. Instead it full of leaves and filthy. You could tell that he just ran it through a car wash as water was dripping when we met up. The rotors were rusty and rims were dirty. Maybe it’s me, but if I was selling my car it would dam well look beautiful. Guess I already know what I’m trying to get you guys to tell me.

Boy, you aren't kidding. I had to set a 500 mile distance from the CarMax in Cincinnati before any C7s showed up. And then only four did.
keep looking, you never 100% get the smell out and you were lied to, the car isnt garage kept and it hasnt been maintained (tires) so what other maintenance did he not do..........this is a no way
Your offer of 39k was a little low, but way too many issues to justify his asking price. A low mileage C7 is nice to find, but maintenance records are more important. I'd keep looking.
