Are the secondary cats not needed for emissions testing?
Not in Colorado. It depends where you live, I think. Most places don't climb under your car and inspect the entire exhaust system during inspection. There isn't anything hooked up to them. They were actually an after thought by GM. When you start your car from cold there is a bit of exhaust smell without them, but when the system is warmed up and the primary cats are hot, no issue.
The main CAT's are still working. It is just the secondary cats that are removed. The secondary cats were added because of cold starts, once the main cats are hot the secondary cats are not needed. When you go in for the emissions test, make sure the engine is warmed up.
