Hydro decal is when the item is dipped in hydro paint in Carbon Fiber pattern rather than being made out of real Carbon Fiber which is a lot more expensive.
My suggestion is like above: either scuff it and paint it Carbon Flash or, if you want to stay with the Carbon Fiber look, have it wrapped with a Carbon Fiber pattern vinyl.
You can paint anything with the proper prep work. Sand it with something like 200 grit, use adhesion promoter, a fillable primer, wetsand it flat then spray your base and clear.

Yours looks like Real Carbon Fiber to me, but what does it look like underneath? I have (3) splitters in my barn. (2) OE Carbon Flash and (1) Carbon Fiber. All need fill and paint. Anyone want them? $ 150. each, you PUP. In 15-25 years these OE and OE sized spitters will sell for $ 650. each. Sand, fill, sand, pain, clearcoat, Done. It's new. Think about the width, length, and so many angles that have to be matched.
