I've never owned a corvette. I'm fairly fluent on the differences in C6 model years but know nothing about the differences in C7's. Are there certain years to stay away from? If I get a C7, my budget would be base model, not GS or Z06. For $40K - $45K does it matter what year I get? It seems like i can get a C7 for C6 GS money. Advice / opinions welcome. Interested in manual transmission if that makes a difference.

Actually all the years of the C7 are really good. The 15- early ‘19 cars with the A8 had some shuddering problems that seem to get resolved with a triple flush of the transmission fluid. Some early C7s had problems with the infotainment screen and there may be some other common issues like paint defects. But overall, a reliable platform and is a blast to drive.

There's NEVER been a previous Corvette series run that can hold a candle to the 2014 - 2019 Corvette model years.
I would get 16+. Has some updated features. Other than that base MT's are all the same. Stay away from 3lt's for interior problems that will cost tons to fix & rally shouldn't have to deal with that. 19's get the 19/20 wheels.

None of that ^^^ is sage advice, from my experience.
3LTs? Wrong! Most all are GOOD! 2LT interiors are now blistering, discoloring and just looking sick.
There's ZERO reason not to buy 2015 AND 2014 Corvettes.
"19" and 20" wheels?? Big whoop! All Corvette wheel sizes are GOLD!
2016s and up all get apple car play and front bumper view cameras on 2 and 3LT option packages. if you opt for a car with an A8 transmission, I would have a Chevy dealer run the Vin number to see if the triple flush has been performed. I would not avoid a 3LT interior if the dash is currently in good shape. My 2016 had a small lifting issue which I was able to address by injecting adhesive under the leather to glue it back down. The dash materials look so much richer than the 1 & 2 LT. You should be able to find a really nice car with a budget up to $45k.
I bought a '19 Z51 3LT MT with all the bells and whistles. No problems to date. If I were in the market to buy my first C7 the one thing I'd make sure of is it being a Z51. Just my opinion
