my 2016 always drives In full power yet the slot on the steering wheel is empty. I picked my c7 up last May.
Any thoughts?

I'll assume this is a serious post. The slot in the column is where you insert the fob if the battery in the fob is dead. The Owners Manual is available online for free and is a terrific resource to read.
If you wanted to switch between partial and full power, the C4 generation 1990-1995 ZR1 had a key to do so.

I am sorry this is not a joke. On my Mercedes l can feel the difference between 4 and 8 cylinders but on my c7 l am running on 8 cylinders all the time

If you're asking about AFM.....Active Fuel Management....which is when the car will go from 8 cylinders to 4 cylinders, then certain conditions need to be met.
A manual transmission car must be in ECO mode.

Many people with cars that have an automatic transmission will 1) use the paddles to shift which inhibits 4 cylinder mode, or 2) buy a "Range Device" which plugs into the OBD II port and disables AFM mode, or 3) have AFM programmed out via tuning. If swapping camshafts, AFM and VVT can be mechanically removed and the PCM tests programmed out so there is no Check Engine Light (CEL).
