FYI Pennzoil Quaker State products are owned by Shell and made in the same refinery in Tx. Supposedly, they all start out with the same base, but have slightly different additive packages. I believe that they are all top shelf.
Mexico wants higher standards?
I can't think of anything I've ever gotten from mexico that was a higher standard. Certainly not the home made tamales that are sold along the road, made from some unknown meat, that smell and taste so good.
So, checking google, it appears that it's some kind of protection for the licensed retailer. They don't want oil imported through the gray market.
