You need to remove the bumper cover. Easy to do. There are lots of You Tube videos. Then there is a bracket in that location that can be adjusted up or down with the two bolts attached to it. From your video it looks like the bracket is loose or the notch on the tab that goes in the bracket isn't holding tight.

Yes, the bumper needs to be removed. It should be fine to leave it as is if you don't mind the movement. Looks like there is plenty of room between the fender and bumper so rubbing should not be an issue.

I don’t think it will hurt anything to leave it as is, but to fix it right I would agree that the front cover should be removed and then reattached properly.
