Default C7 recirculation / fresh air

I'm wondering if anyone has insight into why the HVAC recirc stays on recirc when parked after starting and running through the different modes that all seem to work as expected. Is there a secret special way to trigger the recirc door to close and draw in fresh outside air when parked? I feel like I'm missing something. The actuator does open and closes the door, I've visually witnessed it calibrating after having disconnected the battery and connecting the cables to ground out and clear any residual memory, and then reconnecting everything and starting the engine. The Actuator appears to be good.

With the HVAC on manual (not Auto) selecting the fresh air, again manually, temp on low, and no AC, and tried all blower speeds and directed out of the center vents.

The blower door stays open, never seems to close the door and pull fresh air in from the outside.

I'll make something up and suggest that someone thought that pulling in air and possibly exhaust from around the car when parked might be a bad idea. Does it make any difference if the car is in gear or moving?
