The bolt can be used to adjust the ride height of the car on each corner. We adjusted ours to exactly stock height when the car was a year old, now 6 years later one end is about 1/8" below stock (BFD, I know) and it's frozen in place. The Tech has tried penetrating oil/tapping/vibration/time/mild heat, and nothing moves it. He's afraid to ruin the spring if he tries too hard, so we just ignore it.
I have adjusted mine a few times. It always takes some penetrating oil to get them moving. It might not be a bad idea to quirt a drop or tow on there each time you have the tire off to avoid Gearhead Jim's situation.
