The external electric actuator moves the butterfly valve inside the pipe. The actuator spring returns the valve to OPEN position when there is no power applied to the actuator. If the actuator is removed you will have to fix or lock the valve in the OPEN position mechanically.
If you move your pipes over with the actuators they will hold the valves open. I have the stock NPP system and have pulled the fuse to keep the valves open. Since you will install your system on a car without NPP there will be no wiring / voltage to ever open the valves.
I have not tried to lock the valves open mechanically since I have the factory NPP actuators. I doubt it would take more than a flat piece of steel with a couple holes for mounting screws in place of the actuator and a slot for the valve stem to lock the valve in position...
