Front Bumper Cover Removal Problem

Front Bumper Cover Removal Problem
I followed the video and think I have all the fasteners out and the cover is loose, but it seems like something is holding the cover on at both front corners of the hood. I don't see any fasteners there, but its definitely hung up on something.

See the black clip sitting above the headlight plug? It has 2 tabs from the bumper pushed down in there. It is black and held in place by 2 bolts.

I used a plastic trim removal tool to pry up on the edge of the headlight to pop the tabs out of the slots. Often, IT IS HARD to do.

Those were the problem. I didn't see anything in the instructional video about removing them or how hard it is to get the tabs out of the clip. My car is NRB and it was hard to see those clips in the garage.
