Yes, the NPP system funtions as stock. I have an A8 and I notice when it shifts into 4th,the exhaust note quiets down,but I believe it's because
I am letting up on the gas and the revs drop.

i read in a recent thread that we can pull the fuse and they will stay open at all times. Fuse 41 for 14's fuse 42 for 15 and 16's. Also i think we can change the settings for sport and track to where they stay open at all times while in those modes. FROM USER OSKEE "With the engine idling Go to settings then engine sound management and pick sport or track mode on the informant screen. Valves should open up at idle and stay open."

Pulling fuse 41 or 42 will allow you to run with the valves open all the time. Once you pull that fuse, the sound settings do not function anymore until you replace that fuse. I used a thread here to build my own "Mild to Wild" remote switch. I think I paid about 20 bucks for parts. No soldering needed and the whole thing fits nicely in the fuse box under the hood.
With the fuse in, Sport and Track modes still go through the mufflers at idle. I think they start to open at about 2500 RPM. The only way to totally turn off the sound control is to pull 41 for a 14 or 42 for a 15/16.
I have run ARH, Kooks, and I currently have TSP on my C7 and they are supporting around 900 rwhp and I really can't tell any difference between any of them....

No long tube headers are legal for street use anywhere in the US. Many states don't really enforce this but CA certainly does. You will fail inspection with any LT's in CA.
Obviously long tube headers, with or without cats, wouldn't pass a visual, if one were made, but would the long tube cats allow a bolt-on C7 to pass a tail pipe test? They look kind of small compared to the stock cats.

Very few States do a tail pipe test for an OBDII car. They typically plug into the OBD port to see if there are any emissions codes.
Tail pipe tests are typically used on pre OBDII cars.
