Can a fob previously programmed for a C7 be reprogrammed?

Can a fob previously programmed for a C7 be reprogrammed?
I know this is not true for the C6, but lately, some have been saying that if a C7 fob has been programmed before, it can't be reprogrammed.
Is this true?
If it is not, then what's the issue for folks?

There is no programming in the fob. The car is "taught" to recognize the fob using the procedure in the owner's manual. Multiple cars can be taught to recognize the same fob. It is a pain to make the car "forget" a fob.
Each car can be linked to a maximum of 8 fobs. The first fob matched to the car becomes #1, the second becomes #2, and so on. #1 and #2 correspond to the seat & mirror memories on 2LT, 3LT, 2LZ, and 3LZ.
Note that there are several possible fobs for C7: manual coupe, manual convertible, auto coupe, and auto convertible. They have different numbers of buttons.
