Notice the data link symbol exiting the radio/hvac module. The signal from the radio/hvac module is a digital signal that tells the seat modules to turn on the blower. Once the seat modules turn on the blower they use a PWM power signal to control fan speed. You just can't apply a voltage in place of the digital signal as the seat module won't respond to a level.

Correct they are a pulse width modulated signal. and the signal is hard to duplicate.
