I've been searching both and I find tons of spoiler kits, but my question is whether or not the stock Z51 base spoiler is the same base spoiler that a Z06 has MINUS the "wickers". It sounds like you are confirming that the base Z51 spoiler IS a Z06 spoiler MINUS the wickers correct?

Incorrect. The Z51 spoiler is completely different than the Z06 spoiler.
Only the Z06 spoiler can accommodate Stage 1, 2, & 3 wickers by simply changing them out.
There are non-oem Stage 2 kits available for the Z51 spoiler but they require permanently drilling into the exterior of the Z51 spoiler.
Both spoilers use the same bolt pattern to attached to the rear of the car. My car came with the Z51 spoiler and I was able to switch to the Z06 spoiler without any drilling.
The easiest way is to just buy the GM wicker bills and drill holes in your stock spoiler. Insert some rivnuts and attach it. That's what I just did a couple weeks ago to mine. Super easy install.

Adding a Z06 rear spoiler to a Z51 can improve road course lap times if combined with a front Z06 spoiler, but the increased drag of a Z06 spoiler package will negatively impact a Z51's straight line speed.
To illustrate the negative effect on straight line speed that an aggressive spoiler package (as well as a wider body and tires) has on a stock 460 HP C7 Corvette, at a recent WannaGoFast standing half mile event, on five runs my C7 Z51 A8 had trap speeds ranging from 144.2 to 145.8 MPH, while a C7 Grand Sport A8 had trap speeds ranging from 140.8 to 141.9 MPH.
