Any idea what this part is?

The actuators are bigger, and black. That looks more like a position sensor. But I'll be damned if I can find it in any of the parts diagrams.
Which side of the dash did it fall out from, and how many pins are on the electrical connector?

Its identical to the brake pedal position sensor but I confirmed that is still plugged in

You need to test Every feature and control of the car you can imagine, you'll eventually find something not working, should narrow it down anyway.
Air Cond
Seats
HUD
Tilt/Telescopic
Etc....

My passenger side left vent doesnt blow any air. Curious if this is a separate problem or related.
the passenger right vent works properly.

What other connections are on the device? Looks like a nipple for plastic / rubber tube in post 4, broken threaded nipple in post 1 and threaded brass insert for mounting in post 1?
Threaded connection and nipple make me think this may be some kind of feedback for HVAC since you have inoperable driver vent.
There appear to be sensors for mode door, recirc door, left temp door, and right temp door position that are part of the respective door actuator assembly.

Both the clutch and brake position sensors have 3 pins. At least the examples I can find. They look really similar otherwise.

Is that a vacuum port on one side? Wonder if is is just a random part that fell into the car during assembly and finally fell out?
As others have suggested, try working EVERYTHING in the car. Especially all of the A/C modes.

It could be a locating pin.
