If you have the seat exit position set too far to the rear the seat back will hit the bulkhead switch that deactivates the seat motors. The next time you get in the car try using the seat switches on the side of the seat to move the seat just a little bit forward. Then start the car. I have an M7 so the parking brake needs to be on before the seat will move. If moving the seat forward a little resolves your problem then make sure the correct exit position location is programmed into both fobs so the seat doesn't go too far back. I have also found the tilting of seat back can make this happen as well or if there is something behind the seat taking up some of the room between the seat back and the bulkhead switch.

Windshield washer pump is controlled by the BCM and windshield washer pump relay. If you can get access to a code scanner that can read body codes you may find what is wrong. An OBD II scanner isn't sufficient. There is 1 windshield washer related DTC. It is B3873 and there will be no external light that will tell you it is set. The failed function is what tells you to check for the code. Dealer will have equipment to scan for it. There are also several other failures that can happen that do not have codes associated with them. First thing I would check is to see if the relay (KR11) is plugged in correctly or if it has failed. The fuse you mentioned is at the output side of the relay meaning that when the relay closes current is fed through the relay then through the fuse to the washer pump.
