I was under my brothers A8 car. Is this normal or does a plug of some sort go here?

Probably a cover or plug went there.

A rubber cover belongs there, but this is not the first one reported missing.

I had posted mine was missing as well, noticed when I was under the car replacing the exhaust, took me forever to find the part number, $5.00 part, I ordered two:
