With my former 2001 Corvette I could sit at the wheel and read any fault codes that were in the system by pushing some buttons and reading the screen. With my 2016 Stingray I am told by General Motors this is all done now through On-Star. I don't have On-Star so is it true that I can't manually read my codes?

You need a code reader to read them yourself. Or, most auto parts stores will read them for you at no charge (at least in the US; I would hope it's the same in PE).
