This is normal condition with cold tires and a very sharp steering angle. All owners have experienced this hopping. If you have your 2019 owners manual refer to page 284 vehicle care Tire Chatter/Hop
Tire Chatter/Hop
When driving at slow speeds and in
very tight turns, the vehicle may
have tire chatter/hop. This is normal
and the vehicle does not require
service.
I was surprised by this too when I bought my car back in October. Read about it and found that it is normal behavior.
I recently swapped the summer tires for a set I bought. All seasons are rolling on 18" and 19" stock corvette wheels from an older C7. The hop issues was gone (as expected), and surprisingly the ride is really nice. Much better than I expected on the smaller staggered set.
When I bought my car, I experienced the Ackermann Effect when I drove the car at home as it was a cold rainy day in December. I thought I had purchased a defective car and called my salesperson wanting to know why they sold me a defective vehicle.
He apologized for not telling me about this with the OEM tires. I've replaced them with A/S 3+ since then and they have been great.
OP. - just so you are aware there is no real issue to fix. The chattering is the C7s race oriented steering geometry and performance tires. You want this in a sports car.
As Squirrel mentioned....switch to A/S tires it will disappear at the cost of traction in warm temps.
