im not sure you can use an app to read the ethanol content. the e85 analyzer reads the content and a gauge such as a vent mounted p3 gauge plugs into the obd (or can be hard wired ) and reads the content from the ecu.
most apps simply do the ethanol calculation for you if your not running full pump e85

This is what I use and I suggest to all of my clients. No need to install a dedicated gauge. It is the best solution IMO.

Found my preferred app, OBD Fusion.... Great app, loaded with pids and option to creat custome pids. Highly ecommend without breaking bank. I'll get info on BT dongle laster and post. Wasn't that expensive..
