I haven't checked for any fuses as I assumed that the up/down and in/out controls for the steering column are all on the same circuit. Everything else is working as expected.
I was able to get the car into the dealer today (luckily had a small warranty on it from the dealer I purchased it from a few weeks ago). Sounds like it needs a new telescoping motor actuator to go along with the leaking belt tensioner they need to replace.
If you have access to a GM MDI2 diagnostic scanner (or an equivalent) there are two DTSs that might apply to your issue.
B285A 39: Steering Column Position Module Internal Malfunction
B285A 4B: Steering Column Position Module Calibration Not Learned
In addition to five pages of diagnostic procedures for those DTCs, the FSM also has five additional pages of diagnostic procedures for issues that don't generate DTCs.
What finally worked for me was tapping the telescoping motor with the handle of a screwdriver. Motor most likely got stuck because it has not been used for years. From now on I will be moving my steering wheel all the way forward then back every few weeks or months to prevent this from happening again.

FYI, I did disconnect the battery for a while to see if that would resolve it. No luck.
