That means you have to fix the theft deterrent subsystem. If you have access to a scanner that can read GM Body Codes, there are a couple of codes related to the theft deterrent system. If the scanner indicates the codes are set, they may lead you toward the problem.
The with and without 3-letter codes mentioned in the manual are RPO codes and you can tell if your car has those options by reading the RPO tag in 2014, through 2016 cars or looking up the QR code on the drivers door frame to see the list of the RPO codes for the 2017 through 2019 models.

If you can't program it at this point, I'd return the key and buy the right one from the dealer and have them wipe it all and start again. Problems can occur if you bring the key to them to work and it doesn't work right. Most places don't like it when you bring the parts and they will even write on the invoice "Installed customer supplied part". IOW, I don't guarantee results.
