I have a base 19 Z with 1lt - I recently acquired a z07 rear spoiler,my car is away in storage-but it looks like the z07 is built onto the base spoiler,is that correct?

The "Wide-Body" spoiler on the GS and Z06 has 3 stages
Stage 1 is just the spoiler
Stage 2 adds the outer "winglets" (I assume this is what you mean by Z07)
Stage 3 adds the clear "wickerbill" in the center.
All Stage 1 spoilers should have the provisions to add the upgrades. The Stage 1 spoiler looks just like a base/Z51 spoiler only its wider and has the screws for mounting.

You can buy the winglets online, same with the wickerbill. The screws should either be on the spoiler stock or are self tapping and come with the winglets. I own a Z51 so I never dealt with them, but I see plenty of places that sell the parts. Just search for C7 Stage 2 Spoiler Parts or C7 Stage 3 Spoiler Parts.
The picture above shows the way the center wicker is attached to the right and left winglets with one bolt on each side. Two different bolts are used in that location. With the wicker installed, a longer bolt is used; when the winglet is not installed, a shorter bolt is used. The short bolt is too short to reliably hold the wicker in place, while the long bolt will not screw all the way into the winglet when the wicker isn't installed (stage 2 configuration). The Z07 cars came with two sets of bolts. From a performance standpoint, GM recommends installing the center wicker only when driving on the track, as it reduces rear visibility while causing too much drag at street speeds. There is a similar choice for the front splitter end caps. The short end caps are recommended for the street and the tall end caps are recommended for the track.
