If a dealer tries to place an order and there is a constraint, does he have to change the order in order to not lose the allocation or does the order sit there until the constraint is lifted?
Is this the problem with dealers that don't have many allocations?

The dealer can also bypass the order that doesn't meet the constraints and give it to a customer who's order does, order a car for dealer stock, or trade the allocation to another dealer for something non-corvette that your dealer needs.
Unless your dealer is only getting a couple of cars for the whole model year, it shouldn't be a problem (except for the person who has the order with constrained options.)
