Some are some arent. Bowling green now has the performance engine build program in house. You will soon be able to go and build your own there. As of now they have a small crew hand building some Lt4's for z06 and they are building all LS7's for the z28.

Bulk of the Z06's LT4 engines will be built on the same transfer line in Tonawanda, New York, that builds the base C7 LT1's and the engines used in pickup trucks.
Correct. Some sources indicate that cars ordered with the Z07 package will get LT4's handbuilt in Bowling Green while other Z06's will have their LT4's built in the Tonawanda New York factory. I haven't seen an official statement from GM.
By some definitions of the term they are all hand built.
On one line they are built by humans in a production line in which each step is performed by a different human. On the other line they are each built by a single human performing all the steps.
