In the extensive C7 General thread about this, some have laid tissue paper on their seats and turned on the seat vents to see if the tissue paper moves.
They don't blow "cold" air. it pushes cabin air through the seats using fans. Air comes from the bottom, so if you blow a/c to the floor, it will feel cold quicker.
While my Z06 is on a train somewhere, I can comment on how the cooled seats in my C7 work.
Living where it is hot I find that if I am hot and get into the car when it is cool inside, I notice the cooling effect of the seats right away. When I get into the car when it is hot inside, I won't notice the cooling effect of the seats until the car interior cools down. This comes from the seats only blowing air at the temp of the air inside of the car.
There are 2 fans in the seat bottom and 1 in the seat back. This video explains the difference between C6 and C7, but also talks about the fans as well.
It would be interesting to know the specs on these fans, and if they're replaceable. I'd larf if they were standard 120 or 140mm PC case fans... My guess is that they should have used fans with a higher static pressure to push through flow restriction.

My seats have holes poked in them for air flow. They work very well up to about 85 and then seem to loose their effectiveness. This is more likely due to AC then the seat fan flow.
